A discussion of ‘inclusive cultural policy’ supporting the inclusive & innovative growth presented by the president Moon Jae-in is becoming more crucial. However, it seems that there has yet to be sufficient agreement on what direction and content the “inclusive cultural policy” should have in detail. This study is a preliminary discussion on the desirable direction of the “inclusive cultural policy” needed for an inclusive-innovative country. First, the study defined the concept of ‘inclusive and innovative country’ and looked around the field of culture and arts support for the disabled, which has been the most active discussion related to “inclusive art” to date, to understand the current status of policies in related fields. The study then looked at examples of policies to support the disabled and minorities in Britain, the United States, and Australia, where have been using concepts such as inclusion, diversity, equity, and equality in cultural policies much earlier, and looked at the contents of policy support for underprivileged artists who should be supplemented for the construction of an ‘inclusive- innovative’ nation. The study found that state-led support for disabled and minority artists in developed countries did not merely open up opportunities for creation or increase opportunities for enjoying culture and arts, but continued various policy attempts to help artists grow their careers. Based on these observations, the current study highlighted the need for policy devices to help disabled and underprivileged artists grow their leadership and careers as part of an ‘inclusive’ cultural policy that could lead to national innovation.
