Korea has grown to be the only country in the developed donor countries to switch from the least developed countries. Taking advantage of these development experiences, this study is looking for ways to provide a specific ODA of differentiated Korean. Especially, in order to improve aid effectiveness of ODA cooperation, this study discusses the direction of international cooperation reflecting the cultural characteristics and needs of the recipient countries. As a result of the study, preceding studied focused on analysis of failed case, theoretical background about the demand and national or local cultural understandings needed. Also, existing ODA has been based on superficial understanding about recipient country or stance of recipient country’s government, henceforth ODA strategy should be come up for local culture and recipient country’s demand.
우리나라는 최빈수원국에서 선진공여국으로 전환한 유일한 국가로 성장하였고, 이러한 발전 경험을 살려 선진 공여국과는 차별화된 한국식의 특화된 ODA를 제공할 수 있는 방안을 모색하고 있다. 본 연구는 ODA협력의 원조 효과성을 높이기 위해 수원국의 문화적 특성과 수요를 반영한 국제 협력의 방향성을 논한다. 연구결과 기존의 연구는 원조 실패사례를 통한 문제점 분석 위주로만 연구가 진행되어 왔기 때문에 그 필요성에 대한 이론적 배경과 지역 및 국가단위의 문화적 이해가 다소 부족했다. 또한 기존의 ODA 사업은 수원국을 개괄적으로 분석하거나 수원국 정부의 입장을 그대로 인정한 경우가 대부분이기 때문에 향후 ODA의 방향은 수원국의 현지문화가 충분히 고려되어야 하고, 문화적 특성과 수원국의 수요에 대한 연관성을 높이는 방향으로 진행되어야 함을 알 수 있었다.
