Abstract
UNESCO Creative Cities Network(UCCN) was established in 2004 and now 246 cities in 70 countries worldwide joined the network. Several Korean cities, such as Seoul, Busan, Daegu, Gwangju, Icheon, Jeonju, Tongyoung, Bucheon, Wonju, Jinju are members of the network. This paper aims to suggest urban cultural policy directions through analyzing the missions of the UCCN and new agenda raised at the UCCN annual meetings, steering groups, and coordination committee. At the outset the main aims of the UCCN were the promotion of cultural industries, local employment growth, and tourism development, which were mainly focused on aggregated industrial growth. Gradually, UNESCO has changed its goals and missions and proposed new agenda as follows: sustainable human and urban society according to SDG 11, arts for socio-spatial disadvantaged, and human empowerment. The paper discussed the importance of weak tie in urban cultural policies, inclusive strategies based on collaborative governance, building creative cities not by neo-liberal competitive policies but by civility, inclusivity, and enbeddedness. All in all, it suggested collective learning (not education), community development (not indivisual competition), residents as subject (not policy object), and finally the importance of recognition of cultural resources and contemporary cultural interactions as local commons.
유네스코 창의도시 네트워크(UCCN)는 2004년 결성되어 현재 70개국 이상의 246개 도시가 가입되어있으며, 우리나라는 서울, 부산, 대구, 광주, 이천, 전주, 통영, 부천, 원주, 진주 등 10개 도시가 회원도시로 활동하고 있다. 이 논문은 UCCN의 지향점에 대한 논의와 최근 연례회의에서 제시된 어젠다 분석을 통해서 창의도시정책의 방향을 제시하고, 우리나라 도시의 문화정책이 가지는 문제점과 변회의 방향을 제시하고자 한다. UCCN은 창립 초기의 지향점인 문화산업 진흥, 투자와 고용의 기회창출, 문화관광의 확충 등의 산업적인 측면을 강조에서 벗어나, 지속적인 회의와 어젠다수립을 통해 시민의 문화예술역량 강화와 문화경제의 활성화를 통한 지속가능한 발전, 사회적 약자와 소외된 공간의 참여증대 등의 포용적 의제를 강조한다. 이 논문에서는 SDG 11을 중심으로 도시의 지속가능성 의미와 함께 소위 창조도시 담론이 도시 문화정책에 미치는 부정적인 영향을 비판하고, 약한 사회적 연계를 지향하는 문화정책, 협력적 거버넌스 구축을 통한 포용도시정책, 인간개발, 배태성, 시민성, 자유와 자율에 기반한 창의도시의 정책과 프로그램의 기획과 구성을 제안한다. 주민의 역량강화가 교육이 아닌 학습으로, 개인에서 공동체로, 주민이 대상에서 주체로 변화하여야 하며, 로마헌장과 시대정신을 반영하여 문화자산과 지역문화를 공유재로 인식하여야 한다.
