Abstract
This study examines how a local government represents and justifies itself as a diplomatic actor, shifting the analytical focus of subnational diplomacy research from functional activities and institutional competences to the discursive formation of actorhood. While conventional international relations theory has treated diplomacy as an exclusive function of sovereign states, the process by which an entity comes to be placed within the diplomatic category cannot be explained by legal authority alone. Drawing on Ruth Wodak’s Discourse-Historical Approach, the study codes 169 text segments extracted from 39 official documents on the international exchange programmes of Chungju Cultural City, using five categories: nomination, predication, argumentation, perspectivization, and recontextualization. The findings show that Chungju presents itself as a diplomatic subject by reconstructing its urban identity, situating itself within international networks, framing comparative advantages, and projecting long-term temporal structures, and that these expressions become settled administrative vocabulary as they are coupled with budget lines and dedicated staff. What the analysis captures is the formation of a claim to diplomatic standing; whether that claim is taken up elsewhere is a separate question, approachable through material produced by counterpart institutions, the central government, and citizens. The study argues that city diplomacy research should attend not only to what cities do internationally but also to the language through which they come to be described as diplomatic actors.
본 연구는 지방정부의 지역외교를 기능적 활동이나 제도적 권한의 확장으로 설명해 온 기존 접근을 보완하여, 지방정부가 스스로를 외교적 행위자로 재현하고 정당화하는 담론적 과정을 분석한다. 전통적 국제정치 이론은 외교를 주권 국가의 고유 기능으로 간주해 왔으나, 특정 주체가 외교적 범주 안에 자리하게 되는 과정은 법적 권한만으로 설명되지 않는다. 본 연구는 Ruth Wodak의 담론-역사적 접근(Discourse-Historical Approach, DHA)을 적용하여, 충주 문화도시의 국제교류 관련 공식 문서 39종에서 추출한 169개 분절 텍스트를 명명, 속성화, 논증, 관점화, 재맥락화의 다섯 전략으로 코딩하고 2023년부터 2025년까지의 변화를 추적하였다. 분석 결과 충주는 도시 정체성의 재서술, 국제적 위치 설정, 비교 우위의 제시, 장기적 시간 구조화를 통해 자신을 외교적 주체로 제시하였으며, 이러한 표현은 예산 과목의 신설과 전담 인력 배치 같은 행정 절차와 결합하면서 반복 가능한 공식 언어로 정착하였다. 본 연구가 포착하는 것은 이처럼 외교적 지위를 요청하고 정당화하는 담론의 형성 과정이며, 그 요청이 외부에서 받아들여졌는지는 상대 기관과 중앙정부, 시민이 생산한 자료를 통해 별도로 검토되어야 한다. 본 연구는 도시외교 연구의 분석 초점을 활동의 유형과 성과에서 행위자성의 형성 과정으로 옮길 것을 제안한다.
