Our society is experiencing many social conflicts internal and external as human activities are diversified and each ones interest is different. In the international community, various efforts are being made for the peace and coexistence among humans, between human and nature, methods to cultivate a ‘forest’ are actively being considered as a viable action plan. The Korean Peninsula, the only divided country in the world, is showing a movement to transform the ideological space, the DMZ, into a peaceful space. Then, what is the value of peace that must be realized in the DMZ, which has the characteristics of a border region that is marginalized due to division? Also, how can it be realized through forests? The meaning of coexistence and public value that forests give to all citizens maximizes the positive values of ‘fairness’ and ‘harmony’, and the meaning of protection and healing effects of forests minimize the value of negative effects such as ‘wound’ and ‘conflict’. Therefore, in this paper, considering the concept of ‘peace’ and the characteristics of ‘forest’, the research intend to define the forest of peace as follows. The ‘Peace Forest’ is a ‘forest that contributes to the recovery and sustainable development of areas with conflict’. Peace that considers the coexistence of human beings and the coexistence of the present and the next generation.” Meanwhile, this research intended to suggest a specific promotion strategy for the Forest of Peace.
우리 사회는 인간의 활동이 다양해지고 이해가 상충하면서 국내외적으로 많은 사회적 갈등과 분쟁을 겪고 있다. 국제사회에서는 인간과 인간, 인간과 자연의 평화와 공존을 위한 다양한 노력이 강구되고 있으며, 그중 유력한 실천방안으로 ‘숲’을 조성하고 가꾸는 방안이 적극적으로 검토되고 있다. 세계 유일의 분단국가인 한반도는 이데올로기적 공간인 DMZ를 평화적 공간으로 변모하고자 하는 움직임을 보인다. 그렇다면 분단으로 소외된 접경지역의 특성을 가진 국내 DMZ에서 실현해야 하는 평화의 가치는 무엇인가? 또한 그것은 어떻게 숲을 통해 실현될 수 있을 것인가? 숲이 국민 모두에게 주는 공익적 가치, 공존의 의미는 ‘공평’과 ‘조화’라는 긍정적인 가치를 극대화하고, 숲이 가진 보호의 의미와 치유의 효과는 ‘상처’와 ‘갈등’과 같은 부정적 가치를 최소화한다. 이에 본 논문에서는 ‘평화’라는 개념과 ‘숲’이라는 특성을 고려하여 평화의 숲을 다음과 같이 정의하고자 한다. ‘평화의 숲’이란, “분쟁과 갈등이 있는 지역의 회복과 지속가능한 발전에 기여하는 숲”으로, 평화의 숲에서 실현해야 하는 ‘평화’의 개념은 “사람 중심의 평화에서 확장하여 동식물 생태계와 인간의 공존, 현세대와 다음 세대 간의 공존까지 고려하는 평화”로 규정하고자 한다. 한편, 평화의 숲의 구체적인 추진 전략을 제언하고자 하였다.
